The repetition serves to bring to the fore the great significance of the command and the fullness and richness of the comfort offered. Such repetitions are quite common throughout the entire book of Isaiah (cf. 24:16; 26:3; 29:1; 38:11, 17, 19; 43:11, 25; 48:11–15; 51:8, 12, 17; 52:1, 11; 57:6, 14, 19; 62:10; 65:1).
